Building capacity for delivering on energy efficient technologies and solutions for buildings in Houston, Texas

In 2014 the US BCSD worked with companies and stakeholders in Houston, Texas to support the development of ambitious and practical strategies for reducing building energy consumption by 30% or more in the Houston market.

Four action committees were established as part of the EEB Houston market engagement to address key areas identified during the initial stakeholder engagement activities, each with their own short-term goals and longer-term objectives. The committees were focused on Finance, Building Operations, Policy and Communications.

On the operations front, companies engaged highlighted a clear capacity gap in the building operations space, created in part by rapidly evolving building systems and management technology. The Operations committee established best practices around operations and strategic management, targeting the B-class (and lower) markets, including how to gain interest and reduce uncertainty in marketing energy efficiency investments within owner organizations.

The goal was to build credible capacity in the market to replicate and scale up the number of energy efficiency projects in Houston. This work included evaluating how best to incorporate operator training, influence and engage existing trainers, and guide them towards the market for lower class building owners and operators.
